tokens.css - the --bbwy-* design tokens, and nothing else.

WHY THEY LIVE IN THEIR OWN FILE
   -------------------------------
The card requires the web side to reuse the SAME token set as the mini-program and to
stay at zero colour literals. Putting the hex values in one file makes the rule
checkable: exactly one file is allowed to hold a colour value, and the judgement
(ops/gm011e-audit.mjs `no-hardcoded-color`) fails if a colour value appears anywhere
else in ops/web-admin, including in a .js file passing a colour to a canvas or a chart.

The values are the mockup's, which the user approved on 2026-09-24 (card section 0).
The token NAMES match the mini-program's, so a theme written for one side is meaningful
   on the other.

--bbwy-danger IS THE ELEVENTH TOKEN, AND IT WAS MISSING
   -------------------------------------------------------
W-1 needed a colour for a REFUSAL note and wrote it as an inline FALLBACK -
`color: var(--bbwy-danger, #b42318)` in admin.css. The token was never declared, so the
literal was doing the work and it lived OUTSIDE this file, where the zero-literal rule
   (ops/gm011f-audit.mjs `curve-static-assets`) counts it. That left `curve-static-assets`
RED from W-1's commit onward - a permanent red the next two cards both walked past.

S-1 declares the token here, with the SAME value that was already being rendered
(#b42318), so this is a MOVE, not a recolour: the refusal note looks exactly as it did,
and the literal now lives in the one file that is allowed to hold one. The mini-program
does not declare it yet - when it needs a danger colour, this is the name and value to
copy across, which is the same "one token set, two sides" rule the rest of this file
   already follows.
